Other Views on Making Services
Work for Poor People
CD-ROM Edition

Each year, the World Bank works in conjunction with a wide range of individuals from government, business, academe, the media, NGOs, and civil society in the creation of its highly respected World Development Report. By providing feedback on successive drafts and sharing concerns and opinions in an online, public forum as the report develops, these stakeholders help ensure that the process is grounded in dialogue and that it takes into account alternative points of view.

This year’s World Development Report team has taken the collaborative process a step further, by broadening the range of individuals and organizations involved and by inviting over 80 background papers and research reports from those who participated in the consultations and making them available in this CD-ROM edition. Designed to offer access to the wide range of thinking and research on this year’s theme—Making Services Work for Poor People—this CD-ROM is an excellent resource for exploring other views and for getting a sense, more broadly, of the many points of view that emerge in any dialogue on development.

Colin Powell praises Dr Moyeen Khan

From ‘basket case’ to success story

Staff Reporter

US Secretary of State Colin Powell, who visited Bangladesh recently, has praised Science and Information and Communication Technology for his efforts in putting government services on-line, e-governance and e-business.

Addressing the meeting of World Development Forum in Amman on Sunday, Colin Powell told the international conference how Dr Moyeen Khan was making efforts to ensure that every town and village in Bangladesh had access to internet.

Collin Powell mentioned Dr Moyeen Khan as a determined person who was trying "to make sure that every town and village in Bangladesh- a poor country, a country with such large population, such desperate need- has access to the marvelous store of knowledge and information up in the ether, waiting to be brought down to educate youngsters, to provide opportunities, to bring the knowledge of the world to help the most desperate people in the world".

The US Secretary of said "the opportunity to transport knowledge to the poorest Bangladeshi citizens equally, efficiently, and fairly is certainly a major step forward for nation trying to develop, and it applies around the world, not just in Bangladesh" .

He also called upon the people of Middle-Eastern countries to avail of the advantage of the new opportunities and he assured that the United States would do all it can to help the development through Information Communication Technology (ICT).

Giving his reaction to Colin Powell’s remarks, Dr Moyeen Khan told The Independent that it was a recognition to Bangladesh’s efforts towards making progress through ICT that could ensure speedy service to the people and bring transparency in governance.

The Science and ICT Minister said that within six months, the present government formulated the national ICT policy with a set of objectives and guidelines to create a conducive environment for the development of ICT.

"We have taken initiative to provide 10,000 computers to different secondary schools in the country", he said adding that steps were taken to provide computers even in the rural areas where opportunities are very limited.

Under the school programme, each school would be provided with a with a computer, a trainer and, of course, with the internet connection in due course of time, Dr Moyeen Khan asserted.

It will help the students even in the remote villages of Bangladesh to be connected with the world and thus enhance their knowledge.

Dr Moyeen Khan, said that Bangladesh has the tremendous potential to play a very important role in the world ICT market. Bangladesh is presently exporting software to 16 countries of the world including the USA. Bangladesh last year allocated Taka 300 crore for the ICT sector. A budgetary allocation of Taka about 75 crore has been proposed in the ADP this year.

Meanwhile, the government has set up an ICT Business Promotion Council headed by the Commerce Secretary to promote ITC market abroad. Bangladeshi entrepreneurs also opened a Bangladesh ICT Business Centre(BIBC) in the US city of Santa Clara in California.

An ICT incubator is under construction on a floor space of 70,000 square feet at BSRS building at Kawran Bazar to help quicken the progress in ICT development. Construction of a Hi-tech Park on of 265 acre of land at Kaliakoir was also under process, Dr. Moyeen Khan said.
